Fentanyl trafficker with ‘Chilliwack Union of Drug Users’ wanted by RCMP & APD

Scott Tonks was scheduled to be sentenced for fentanyl trafficking 14 months ago in June 2024 but was a no-show.
A warrant was issued for his arrest. Nine months later, on April 2, 2025, the RCMP issued a release about two unendorsed warrants for the 42-year-old for trafficking a controlled substance, possession for the purpose of trafficking, and a breach of release.
The Abbotsford Police Department (APD) then issued a release today, Sept. 15, 2025, again asking for tips to find Tonks.
"The Abbotsford Police Department is requesting the public’s assistance in locating 42-year-old Scott Tonks, who is currently wanted on multiple outstanding warrants, including charges of theft, breach of probation, and drug trafficking."
Tonks is from Chilliwack and the APD believes he is in the Chilliwack area right now. He was charged along with Cynthia Jacqueline Duguay in connection with an alleged fentanyl trafficking operation in Chilliwack last spring.
The two were accused of dealing drugs out of the Chilliwack Union of Drug Users (CUDU) office on Yale Road, which was subject to an RCMP drug bust on March 19, 2021.
Both have been frequent no-shows for court appearances with a warrant issued in Chilliwack Provincial Court for Duguay on May 6, 2024, and for Tonks in June.
RCMP busted the operation at the CUDU office in addition to two other locations, in the 46000 block of First Avenue and in the 7700 block of Luckakuck Place, just off Luckakuck Way.
CUDU is described on its Facebook page as a union offering “advocacy, harm reduction, and many other services” as a way of combatting overdoses.
The APD is after him because Tonks is also due to go on trial in Abbotsford provincial court in October 2025 with Jennifer Lynn Gauthier on a charge of theft. Meanwhile, Gauthier was in BC Supreme Court on Tuesday (April 1, 2025) facing two counts of possession for the purpose of trafficking.

William Dow also featured in this Crime Stoppers posting from April is also still wanted as of September 2025. Dow did not show up for his sentencing. He is facing at least eight years in jail for drug trafficking, firearms, and offering to bribe a corrections officer.
