Chilliwack fentanyl dealer to be sentenced in BC Supreme Court in December
Randall Stanley Budd, 34, arrested in March 2022 in Victoria Avenue apartment, his second drug trafficking conviction in recent years
A Chilliwack fentanyl, cocaine, meth dealer directly contributing to the toxic drug death crisis in the Lower Mainland – someone directly killing people – is scheduled to to be sentenced in BC Supreme Court in December.
Randall Stanley Budd, born 1991, was convicted of trafficking in controlled substances, specifically fentanyl and cocaine, after being convicted in BC Supreme Court.
The 34-year-old was arrested at a Victoria Avenue apartment on March 30, 2022 following the seizure of a load of illegal drugs at a different Victoria Avenue apartment. Chilliwack RCMP shared images of what police at the time believed to be methamphetamine, fentanyl, crack cocaine, along with paraphernalia consistent with the sale of illegal drugs and cash.

Budd was originally charged with three counts of possession for the purpose of trafficking, and was convicted of two counts.
At the time, the Chilliwack RCMP commented on the arrest stating that “dangerous drugs destined for the streets will not reach their destination.”
Sentences for fentanyl trafficking can run a wide range, but the toxic drug crisis has led to a slow increase in in sentencing to the 18-to-36-month range, although low-level dealers who themselves are addicted sometimes get lesser sentences. If it turns out Budd has higher-level dealing connections, higher sentences are possible.
Other than a conviction for fear of injury/damage to property, and a lesser included offence down from assault causing bodily harm from Aug. 7, 2020, he doesn’t have a lengthy criminal history.
Social media posts about the case when an image was shared spurred several people to defend Budd as some sort of victim. Others called him a murderer.
Heather Willems said "Curious how it's this guys fault for people buying the drugs they wanted and doing the drugs of their own free will?"
"He should be charged for attempted mass murder" said another person, and "1% of what he should pay for all he killed."
Budd's mother Heide Larsen expressed no remorse about all the deaths her son has directly caused, only complaining that her son's name shouldn't be shared publicly.
